Action! How will TRIANGLE translate these goals into action? During a period of six months (September 2001 - March 2002), in which the transnational partnership was built up, a joint work-programme has been developed: A) Needs assessment in the field of public education and public psycho-      social counselling September 2002 - development of the questionnaire for the needs assessment/distribution to the    cooperation partners - nomination and setting-up of linkage boards in each country February 2003 - presentation of the results of the needs assessment B) Development of a manual September/October 2002 - collection of ideas, existing material in the Linkage Boards February 2003 - First conceptualisation of the manual and its contents May 2003 - first draft of the modules of the manual written by experts of each country September 2003 - bringing the first drafts together into one corpus (English version) - editing and translation into the five languages, - presentation of the preliminary version of the manual during a meeting with    all partners October/ November 2003 - test-run of the preliminary version of the manual in the linkage boards March 2004 - meeting of all partners for the end-product and presentation of evaluation results - time for last improvements, changes etc.: finalisation of the final version of the    manual August 2004 - presentation of the end-product
